Grand Arbiter

The Title "Grand Arbiter" is awarded to the most decorated member of the Arbiters regardless of age. It is synonymous with the title "Police Chief". They are considered to be the most honorable and level headed among the Arbiters. They are considered the leader of the Arbiters and perform the yearly review of the Arbiters to report to Titania. They are appointed by the Titania through reccomendations of the people and other Arbiters.

Demonstrates exceptional qualities and traits required to be an Arbiter, history of fair judgements

Appointment

The Grand Arbiter is reccomended by the arbiters and appointed by Titania based upon review and recomendations

Duties

Assigns arbiters to clans, reviews reports from other arbiters (monthly reports of judicial/enforcement activity), compiles reports for Titania, Enforces laws  and judication upon the Arbiters. Handles cases dictated to them by the Titania or are too complicated for an Arbiter.

Can be dismissed if found in violation of their duties or found to not meet standards of their station by Titania or the people.
