Since Aelius is one of the few gods that engage with the mortals, The Order of The First Dawn has a lot of both political and military power. It is not an organisation you want to get on the bad side of.
After the Fall of Haven, Aelius began appointing trustworthy followers to help keep the peace. The first one being Henry White, the organizations founder.
