Sekke '摂家'

It's the highest nobility title of the imperial court. The person holding that title could be appointed as Imperial Secretary or regent.
  It's a hereditary title passed down to the person chosen by the title holder, generally one of their children.
  This was the highest class of kuge '公家', a term which is used to describe a class in Mukoku, namely those who worked in the Court; both aristocratic noblemen (dojo '堂上') and commoners (jige '地下').
