Free City of Joran
Free Cities do not belong to any nation. They stand alone, run by the clergy, beholden to none but their deity.
The Free City of Joran is the heart of worship for this divinity. As servants to the god of balance, Joran's followers strive to keep balance in all things by helping congregants find balance in their lives, and thus their afterlife, and by mediating disputes.
The scales must be balanced.The city is run by the Chief Justice, ranked highest among Joran's followers. The Chief lives and works in the Seat of Justice, Joran's largest temple, and the highest court, in the land. Both Appellates and Justices hear cases in the Judgement Halls in the first floor. The Chief themself hears cases in rare events in the Great Judgement Hall on the second floor when necessary. Congregants make pilgrimages to hear the Chief's guidance on maintaining balance in their lives, hoping to gain a good judgement in the afterlife. There are Scales in every temple to Joran, but those at the Free City are said to be the most knowledgeable. And when it comes to the afterlife, isn't eternal happiness worth it?

The streets are laid out to be completely symmetrical; the individual buildings are not, but large landmarks are.Other Temples
The largest shrines to Joran's daughters, Dathne and Lephanie, are located in Joran, on opposite sides of town. On the east side, you will find worshipers of Lephanie praying to be reborn into a better life or petitioning the Goddess for a child. On the west side, you will find worshipers of Dathne praying for Her to keep watch over their recently deceased loves one while they await Joran's judgement.
