Kings of the Fisherman District
This local gang has been present in Fishing District for a long time, but has recently gotten more attention. They...changed management about four years back and since then have grown in both size and power.
The guards report few incidents with them, they are not the sort of gang to go out and cause trouble on the streets. Exactly what they do is not clear as they can never be officially tied to anything, but are believed to be running a protection racket with many of the local businesses. There have also been many ties found between them at Hummingbird Pleasure House, though they insist that they are simply people that help people find jobs.
While there is no official base, higher ups can often be found lounging in Fisherman's Palace. If someone wanted to speak to someone important, they would go there. Even if the individual they wanted to find was not present
