Military

The national military is comprised of a mostly drafted force. The draft is at random, of those of fighting age and ability. Those with child, or who have had a child in the last three years can opt out of the draft also. Every year a draft is called, and it requires four years of service, as to keep a suitable standing military.   Beyond the national military, each lord with a sufficient landholding may raise their own army of mercenaries to help defend their land and enforce laws with in their county. The size of the county determines how many the lord is permitted to higher with national funds. they may higher as many as they would like with personal funds. This does, however, get somewhat murky when most of the aristocracy makes most of their income through state related means.

Legislative Body
The congress meets five times a year, once every other month, to propose new laws and amendments to existing laws. The congress is made up of fourty three members who must pass a rigorous testing system, and twenty members of the aristocracy. The twenty aristocrats change every session, as to give every lord or lady a say.
Judicial Body
The aristocracy is responsible for seeing that the laws are enacted in each of their counties. Having the freedom to interpreted the laws as they see fit gives the lords and ladies the authority to make adjustments for the betterment of each of their holdings, based on their specific needs, however, in practice, it just gives the aristocracy ways to bend the law in almost any way they see fit.
Executive Body
Each county has relatively total control over its land, and thus is the primary force enforcing the laws. However, there is also a council of eighteen executors, who, much like the congresspeople, earn their spot by performing well on a rigorous test to verify their ability to govern.
