City of Judgment
The singular feature of The Fugue Plane is the City of Judgment, where all mortal souls travel when their bodies perish. The city is a gray, bland, tightly packed metropolis. At its center sits The Crystal Spire .
The city is inhabited by the souls of the dead. Those whose faith in a god was true are only visitors to the city, eventually claimed by divine agents of their god. Those who claimed no god or whose professed faith was false are permanent residents, employed either as guides for those awaiting transit to their final rest, or in one of the many bureaucratic duties selected by Kelemvor or Jergal. Some small number of demons and devils can be found in the city as well, attempting to lure souls into fiendish pacts.
