Halitara
Halitara is the center of trade in a kingdom of traders, the largest city in a land of city-states, the seat of a government that is constantly walking the line between total control and powerlessness. All of this is evident in the spires that rise from the sprawling buildings, piercing upwards from Sunhaven, from the Quinseat, from edges of the city that rise out into the ocean beyond where the land ends. The North Road flows down through Halitara, straight to Boroville and its crumbling Boards, beholden to the whims of the waves below.
This city has seen rulers, has seen thieves, has seen dawns of new ages and falls into darkness. The political dramas that rage within its Quintessant Court fuel the engines of trade that keep the kingdom running. And beneath it all, other Courts hold sway beyond where the light can touch...
Welcome to Halitara.
Towards the ocean, large slabs of stone have been carefully constructed to create scaffolds upon which further structures are built. These scaffolds, known as the Boards, allow the city to extend beyond the land into the ocean. Construction on the Boards is constant, pushing them further into the water and maintaining the ones left behind. However, the maintenance is not terribly consistent, with the Boards holding up the majority of Boroville crumbling more and more with each wave that pulls at them. The highest point of the city lies atop Timber, where Autumnal wood has been imported to layer atop the stone Boards.
Between the wooden heights and the towering spire that reaches up from the low heart of the city, Halitara gives the impression of a giant whirlpool. At night, the lights make it look like a sea of stars steadily being swallowed whole.

City Structure
Halitara is the capital city of the Summer Kingdom. It is located roughly halfway down the Coast of the Satioun Shore, at a low point between rising cliffs. The heart of the city, centered on The Quinseat, is the lowest point of the settlement with the sprawling districts rising away from it on all sides.
