The Eltayr Martyrdom created powerful these hexlogs when the Orkyn descended upon Fair Terce. 
Essentially securing the city inside the eye of a perpetual cyclone, the Shrouded Cities are almost inaccessible, save by the Eltayrs, who have learned to dominate the powerful winds.
