Saltarius Arcturus Populus

Saltarius was responsible for allying the elves of Harrowbush Woods with the non-elven folk of Greyacre during The Dark War. His Letter to King Tis formed a contract with the dwarven king, one that King Tis was happy to uphold once the fighting has finished. Due to this, Saltarius was elevated as the head of the Emerald Enclave, which took control of the forests and woodlands of Greyacre, and was offered a seat on The Council of the Dragons, which he's held to this day. He's the longest serving member of the council.
