Revered Speaker
The Revered Speaker is the tie-breaking vote and formal leader of the Selkie Circle of Elders and is the closest thing there is to a supreme executive in the Khilaia. The Revered Speaker sets daily agendas, authorizes emergency actions, and shapes the specific language of the official edicts (as outlined by the council as a whole).
The powers of the Revered Speaker are rather limited on their own, but they tend to be the icing on the cake for any ruling faction within the Circle. Backed by a majority of supporters, the Revered Speaker has particular power in shaping executive policy.
The current Revered Speaker is Aimella Danohel, leader of the centralizing faction in the Circle of Elders, which holds slim control over the executive currently.
Appointment
The revered speaker is elected from within the Circle of Elders and serves for life unless replaced. They can be replaced by a vote of no confidence within the Circle.
Accoutrements & Equipment
The Revered Elder has a special vestment, a brilliant turqouise ritual robe rumored to have magic items woven in and special blessings from Kailio. They also wear a golden veil, a gold-and-white horn hat, and a magical cape of swan feathers.
