Council of Wise Men

Since the ruler of Neverwinter, lord Winslow Urchin, is totally uninterested in taking care of city planning, organizing events and actions, or maintaining an efficient and structured society, he has shifted these responsibilities neatly to those in society who actually feel the need to get involved in these activities, the leaders of certain sectors of the economy, religion and law enforcement. This has led to the foundation of the Council of Wise Men, a senate of sorts, populated by 12 representatives of aforementioned sectors.
This structure had been decided upon by much public debate and eventual voting, and has not changed since its inception. The structure is pretty smartly planned. Half of the council goes to religion, divided in three pairs of the basic alignments. The pair of Good and Nature, of Luck and Knowledge, and of War and Death. The other half of the council is divided in three sectors of keeping the peace, and three sectors of the economy. On the side of law enforcement are the Military, Magic and Law. And on the side of the economy Core Production (mining, fishing and farming), Processing (industry) and Trade.
Together they meet every week to decide on all matters of government that need their common attention, leaving most of the smaller bureaucracy to the individual members. After all, what business does a general have with the allotment of mining rights?
