Lower Imperial Pantheon
When the Church of the Golden Dawn was founded and soon after elevated to the status of primary state-religion in the Empire of Stanver, it was decided to formalize the position of other deities and gods within Imperial religious doctrine as well.
A number of different deities and gods were declared to be part of what is now called the "Lower Imperial Pantheon".

Mythology & Lore
Since time immemorial there are tales of the gods holding council and deciding over the fate of the mortal realms. The divine, as much as the government of the Empire, is thought to be an infinite system of rules, regulations and bureucracy (which naturally does not diminish the power of the gods). A council of deities holding court and making unified decisions would thereby make considerable sense.
Still it was surprising that, supposedly, a delegation of divine messenger revealed to Imperial leadership, that a small group of deities had chosen to form a pantheon under the heading of the Lord of the Golden Dawn and would from then on take up the positions of gods for the Empire. This event is shrouded in many mysteries. In the many years since, no evidence has come up to refute it and all prayers for its confirmation as false have been left unanswered (and so have prayers for confirmation of it being real). It is evident though, that the deities of the supposed pantheon have been watching more closely over the Empire and its citizens since.
