The Free Cities


  The history of the Free Cities begins with the Halish Civil War, which lasted for over two hundred years and left much of the Empire in ruins. During this time, many of the Halish cities were besieged by warlords and other factions vying for control of the Imperial Throne.
  As a result, the cities of Andsas, Inesea, Cahyrst, Daenia, and Ylese formed a mutual defense pact to aid each other against the warlords. Over time, this pact evolved into the Freedom Pact, which became the foundation of the Free Cities.
  Under the Freedom Pact, the five cities agreed to work together to defend their independence and promote trade and prosperity. They also formed the Council of the Five, made up of the lords of each city, to manage the affairs of the Free Cities.
  The Council of the Five proved to be an effective governing body, allowing the Free Cities to prosper and grow despite the ongoing civil war in the rest of the Empire. They established trade agreements with neighboring countries and worked to build up their defenses against potential attacks.
  Over time, the Free Cities became known as a bastion of freedom and prosperity in the midst of the war-torn Empire. They attracted many refugees and traders, and their populations grew rapidly.
  As the civil war began to wind down, the Free Cities remained independent and continued to thrive. They became known as centers of culture, trade, and learning, and their influence spread throughout the Empire.
  Today, the Free Cities are still known for their independence and their commitment to freedom and prosperity. They continue to thrive and serve as beacons of hope in an often tumultuous world.
  The political environment in the Free Cities is often fraught with tension and conflict, as the lords seek to gain more power and influence over the other cities. The constant jockeying for position and influence often leads to underhanded tactics and manipulations, as each lord tries to gain an advantage over the others.
  Backstabbing and betrayal are common occurrences in the politics of the Free Cities, as the lords scheme and plot against each other in order to achieve their goals. While there are some efforts made to maintain the stability and prosperity of the Free Cities as a whole, the individual ambitions of the lords often come first.
  Despite this, the people of the Free Cities continue to live their lives and try to make the most of the situation. They are generally aware of the corruption and scheming of the lords, but they have little power to do anything about it. As a result, they often focus on their own lives and businesses, trying to stay out of the political crossfire as much as possible.

Structure

The Free Cities are governed by the five lord, Each makes his home in one of the five major cities and manages the territory around their city. Every six months the lords gather in Inesea to make decisions that effect the entire country.
