Jessamyne is the recreational capitol of Jennara. The city is navigated by a series of rivers and streams as much as streets. and one travels by boat within the city just as much as one might carriage or coach. Distribution is therefore more direct between merchants and sea men.

Demographics
The denizens of Jessamyne are largely poor that live off the tourists that come through here. Society here is largely humans and elves who do not claim Jessamyne as their permanent homes. The natives that live here are strangely equal due to the random distribution of wealth through lottery and roulette. There are however a small number of noble families who maintain estates on the outskirts that have maintained their wealth strictly through luck. Among these families are the Basque's and the Luchein's. They are referred to as Rimmmers. Such families as a result of coming out on top in a land subject to financial fluctuation have an extremely high feeling of manifest destiny. They feel arrogant beyond measure because fate has dealt them a strong hand again and again. Some maintain their estates from arrogance yet their are others that survive ironically by divesting themselves of investment at the right time. Such families have a hard time comprehending defeat.
Those in the swells of Jessamyne are referred to as the Rabble that rises us. If one becomes too deeply entangled in the lower classes they are cast off
Theatrical guilds have a strange sensethat receive both tickets and funding. If one has theatrical goals Jessamyne is the place to be.
Government
All taxes payed are randomly distributed amongst various agencies via roulette. Some years military, will receive more funding, sometimes education, sometimes health. It is all left up the spin of the wheel and there will be no argument. Thusly the law of luck is the rule.
An industry once on top can be at the bottom at the end of a month. Yet everyone is equally funded. Legislators are players of the great game.

Defenses of Jessamyne as a result of random funding are poorly exercised. The bulk of militia spawns from private gambling houses.

the Primary industry of Jessamyne is entertainment. It largely lives off of wealthy traffic from the nearby lands of Leathem , Everska , Portsmouth , It is also the single most important vacation destination for those visiting Jennara from overseas, and Borea and river traffic comes in from the Borea city. As Jessamyne is the art capitol of Jennara and there is sufficient Dwarves traffic the finest metalurgists and most of all crafters of fine jewelry make there home here. Another reason that jewelers and dwarves flock here is that Paluntos. A glowing metal is found on the outskirts of the city.
Infrastructure
While the whole of Jessamyne is easily accessed through a series of waterways cut into streets the path of water does not extend beyond its borders. It is dwarfed in avenues of trade compared to Portsmouth. It has been left to be a vacation destination. Thus the prime industry that has been built here are theaters and houses of pleasure.

The greatest asset as of recent to Jessamyne is Paluntos . The metal glowing that all the wealthy crave. High elves seem to be in contention about humans possessing this metal at all. However the majority of it remains on the outskirts of the human settlement of Jessamyn.

The archetechture of Jessamyne is largely gothic in style with arch being everywhere and water flowing through many arches. High arched steep bridges also cross the many waterways. Statuary and canopies are also prevalent.
