Senate
The Senate was founded by Elric when he named himself High Commander. It is the ruling body of Kima, and although it doesn't have power over the High Commander/Empress, it can influence their decisions.
There are thirteen seats on the Senate, including the High Commander or Empress. All members of the Senate are called senators, but they can also be referred to by their specific titles.
The High Commander or Empress serves as the convener of the Senate. They occupy the first seat and are ultimately in charge of all the country's operations and the other senators. They are referred to by their proper title, never as "Senator."
The second seat goes to the Chief General, who is in charge of all military operations, local and abroad. While they must ultimately fold to the High Commander or Empress, they are allowed to challenge their leader on matters of military actions.
Third is the Mage Primus. This title has been around longer than the Senate has. It should be noted that there was a small amount of time following Asa's banishment where the Mage Primus title was separate from the Senate. This was because Rolan, who became Mage Primus, refused to take a seat. Instead, it went to Asura. During that time, the Senate seat was renamed to Grand Mage. When the Senate was put back into place during Ragna's rule, she combined the two titles once again.
The fourth seat belongs to the Sage, who is in charge of keeping track of Kima's history and legends. They record everything that happens within the meeting and within the boundaries of Kima. Their scribes are allowed to go anywhere in the country to record happenings, without bounds. The Sage also tends to act as a strategist and a voice of moral reasoning. They fulfill many small roles that add up.
The fifth seat goes to the Spymaster. They keep an eye on things within Kima and outside of it, and are instrumental in warning of attacks and making sure no one is getting up to something fishy. They have an army of operatives and informants at their beck and call.
Sixth is the Head Guildmaster, who organizes all the guilds of Kima (besides the mages), keeps them in line, and make sure the guilds are treated fairly by the Senate and are given the proper support they require.
The Grand Auditor is in charge of Kima's finances. They keep the economy running smoothly and process trading pacts with other countries, as well as dealing with matters of fraud and taxes.
In addition to the seven previous seats, there is one seat per province of Kima. Each provincial senator makes sure that their section of the empire is receiving adequate supplies and attention.
