Structure

The 17th is a small Hobgoblin Legion, though they prefer to fight as irregulars and employ assassination and stealth more than any other legions. They gain their wealth by allowing members and small units to be hired out for specific missions and possess little territory of their own. Aside from the 11th Legion, all of the other Legions employ the 17th as secret police among their own ranks. Most of them also pay for information.

Culture

The 17th has a culture of secrecy so intense that many of the members have never had their faces seen by any other member. They avoid infiltrators by speaking with an accompanying language of gestures, and their 'names' are included in this.
