Panopticon of Phosidaeus (foh-sih-day-us)

A tall, windowless tower located just beyond the limits of the polis to the south, visible to all who enter the Rheo harbor. The panopticon is not for minor criminals, rather it is for criminals and traitors who are considered too dangerous for ostracism such as powerful spellcasters and radical and influential dissidents. No attempts to break into or out of the panopticon have succeeded, thought to be due to the reclusive warden, Phosidaeus, who is known to be a prodigious spellcaster himself.
