Council of Kala
The Council of Kala originally formed under the leaderships of Nil Hra, pride leader and Epiket during the Yunbad-J'barri Conflict. Thanks to her discovery and wielding of fire magic, she was able to divinely grant others with similar abilities, which would initially be reserved for 7 other members of this newly formed council.
The system of government would simply see each council member dictate their rule over one of 7 territories, while Nil Hra herself served as the final authority over their decisions. While it worked with the smaller populations of the time, most consider the division of territory unsustainable, as resources were rarely exchanged between each division and hunting and gathering would serve as the only universally effective subsistence strategy for that reason. Thanks to the Kala's modern unification, agriculture would be perfectly effective for feeding the nation (though this is no longer necessary thanks to a robust trade economy).
The council would form once again after the death of Ineva Kataqr. After the separate taxable territories of Kala were split up among her children, they would rule the nation as a family. Over the course of a few generations, the new council would eventually collapse thanks to the Kalan Civil War, which led to the formation of the modern, nonhereditary Oligarchy of Kala.

Trade route and resource dependence
Kala has functional relations with Roja and that mostly only benefits themselves. The trade position of Kala is a safe option for Rojan metals, but its highly exploitative. It would be hard to find a Rojan that doesn't blame Kala for their financial troubles.

Nim and Kala get along fairly well. There have been minor racial conflicts that have erupted, but by and large, Nim allows documented J'barri workers to visit their kingdom and vice versa.
Coexisting with cultural disagreements
So little comes out of Brille that both Kala and Roja worry about what happens behind its walls. The fear mostly stems from paranoia. Some information has come out of Brille from spies and escapees, but most of it is hearsay.

The Council of Kala, being the only J'barri government surviving from this era, hated the Denpa Powlwe. While they genuinely liked the YTC for the incredible deal they had (gain slaves and resources), they couldn't stand those who followed. With the Powlwe ending this deal, Nil Hra, the head of council, began a propaganda campaign against the Yunbad. This led to worse treatment of Yunbad slaves and anti Udundst sentiments. In turn, the slaves eventually revolted.
