Cainan Arbiter
Mythic Hellknights Forged in the Battle of Titan's Fall, the Cainan Arbiters must survive a voyage to Cainan and return in order to be called such. They must also witness and take part in the destruction of a Horned devil.

Manpower
There are currently 30 Cainan Arbiters in New Erebus. As they were only created in the battle of Titan's Fall no new members can be created until there is a new conflict worthy of Hellknights taking part in to be considered Cainan Arbiters.
Equipment
They wield a variety of weapons, from spears to whips to swords, all taken from slaughtered Devils. They wear Hellplate and most of them carry heavy steel shields. They are also given a variety of magic items to help with their duties as a police force such as inquisitor's monocle, boots of speed, and shackles of compliance. They also wear rings of protection, amulet of natural armor, and an unfettered shirt to prevent them from getting hit or being pinned down. They also carry a bevvy of potions to help them further in their task.
Structure
Cainan Arbiters are only outranked by Walter Bulivant. They are given permission to order standard Hellknights to accomplish tasks, deal out punishements, or capture escaped criminals. They are given a significant amount of power throughout the province of Barathord as they are the local law enforcement there.
Tactics
Cainan Arbiters don't have any set tactics. They do what is needed in order to capture a criminal. One tactic they do us frequently, however, is working with venandi who can run down the criminals, trip them, and then use their rings of transposition to switch places with the hellknight to capture them and bring them to one of their outposts or back to Kislev and New Erebus. Most of their tactics though are cruel and brutal.
Training
Cainan Arbiters are well trained under the watchful eye of Walter Bulivant. They are required to take part in the killing of a Horned Devil honing their skills and making them ready to take on anything that comes their way. On top of this they managed to survive the battle of Titan's Fall further increasing their knowledge of combat making most things thrown their way seem trivial. They are well trained and forged in the fires of battle.
