A sprawling metropolis and the largest city in Costrana. It was created by the guilds of old through a union that was decided by the original guild leaders for profit.

Government
The city is governed by the guilds, but there is little order to the way in which this occurs. Guilds act like gangs, controlling various parts of the city. Citizens are free to roam about between districts, but the guilds will not greet others with kindness. There is a constant power struggle over the areas in Volagvoros. Sometimes these happen discreetly and quietly. Other times these occur through the use of force.
Defences
The guilds of Volagvoros make many enemies, but rule with such oppression that no one would dare assault the city. Regardless, they have accumulated a significant military, and the walls of the city are equip with powerful magical weaponry.
Industry & Trade
Volagvoros thrives on its guilds. It exists purely on the profit each guild's individual profits. Primary exports are medicine and magical services, and primary imports are food and metal resources.
Infrastructure
Visitors to the city will notice many Dwarven designs in the architecture, especially in the undercity. Long ago, the dwarves of Western Costrana inhabited the land in which Volagvoros now sits. There was once a valley, and the guilds paid the locals to create the city for them. Over time, the growth of the city necessitated the destruction of the surrounding mountains, and expansion below the earth. Over time, the Dwarves created a sprawling metropolis above and below ground (mostly keeping to themselves in the undercity). Eventually, the dwarves were forced out by rising prices, violence, and discrimination. They moved north and formed the city of Dholrum. Today there is only one remaining Dwarven section of the city, mostly devoid of actual dwarves.

History
The city was constructed after a contract was signed by the original guild masters, known as the Guild Union. The city grew rapidly, especially as the guilds began to eliminate competition in other cities.
