Loki
Loki is a large, bustling city out of which much of agricultural produce of Tuulet. It’s the second
largest city in Melnea (behind the capital city). The central leadership of Loki is stronger than most cities,
with a powerful Jarl that has consolidated support of the sailors guild and the farmers of Tuulet. This has
created a more structured police force, and thieves, and those perceived as disrupting trade are dealt
with swiftly and harshly. The people of Loki tend to be particularly pious, with strong cults to Chauntea
(agriculture), Talos (storms), Selune (Moon, elvish), Waukeen (trade). Those from Loki are open to
outsiders, as long as they’re Melnean. They are fiercely loyal to other islanders, seeing themselves as the
foundation upon which this sea-faring folk stand – without food, how could others raid? However, those
from abroad may be met with a cold shoulder and suspicion. Recently a new cult, “The Iron Voice Below
the Waves,” has arisen. The chief clerics and members of the temple are from Rapsa, on Kitta. The cult
members keep to themselves, and comprised nearly entirely of young to middle aged folk. Some elderly
converts from Loki will attend services, but no children are ever present. They seem to appeal to those
who feel Melnean society has been unjustly held to these few isles, and that, as heirs to Old Melnibone,
outward expansion is not only necessary but the right of ever
