Huilan Guo
Huilan Guo is a satellite nation acting as its own independent power, but remaining highly dependent on the much larger Xeblisau. It was formed from the southern portion of Xeblisau in 3849 EC as a land dedicated to worshippers of the god Siher.
Structure
The political structure of Huilan Guo is indecipherable from its religious structure, which operates as a sort of anarcho-collectivist structure. There is no single ruler of the nation - instead, there are a wide variety of influential religious leaders known as Donemr. The title is given by communities to those who exemplify the divine goals of Siher. It bears no formal powers, but demonstrates a truly large amount of respect for an individual. Most communities only have a single donemr, and some have none at times.
The most influential donemr tend to be entrusted with matters of foreign policy, and otherwise communities govern themselves.
