Rusterra, once known as the Nation of Ghosts, was an independent nation in the far past that was absorbed by the growing Atresan Empire in the late Second Age, and then brought into the Union doing its formation.   Despite the long history, the region never lost its independent spirit. After several air battles and skirmishes were fought in its lands during the Unsung War and the One Day War, resentment of Union power over the region grew and festered until it finally exploded.   After a Union military crackdown in the town of Kilshmand that saw the death of 6 bar goers, outrage spread into open dissent and calls for separation from the Union.   Despite the calls for separation, many other Rusterran's are more than happy being a state of the Union, and this has led to ongoing hostilities between separatists and loyalists.   The fighting has yet to turn into full blown civil war, but both parties often engage in terrorist acts against each other, and the local Union troops stationed in the region. Some years are quiet, some are not, but the region has grown to have a reputation for civil conflict sometimes resulting in bombings and street shootings.
