History
The NAVY is the backbone of the Commonwealth, and up until a few years ago was under the command of Yohan Jobly, a Fleet Admiral who was obedient and loyal to the Commonwealth Command without fault. He carried out and made his men carry out violent and terrible acts in the name of Justice, earning the NAVY the nickname as the "Bringers of Death". They did not question, they only followed.
However, after the Sinkarrian Rebellion, where Umiyajuu D. Katsuo rebelled against Jibly and attacked Commonwealth Command directly, the NAVY was placed under his control and began a major shift into becoming the "Fist of Justice".

Great Working Relationship
The MARINES & the NAVY often have to work together, the NAVY is responsible for moving the MARINES and providing aerial support and the MARINES are responsible for the boots-on-the-ground operations. One cannot succeed without the other. They do not always see eye to eye, but in the interest of Justice and Freedom, they put their differences aside to protect the Commonwealth from her many enemies.
Loyal But Not Obedient
The NAVY holds loyalty to the Commonwealth itself, its people, worlds, and ideals, they protect the Commonwealth and uphold Justice, without exception. The NAVY does not obey the Commonwealth Command, why should they? The Commanders are foul and reek of corruption through and through, but they also have the support of the people and maintain order and stability. Neither the NAVY nor Command really likes working with the other but they manage.
