D.O.M.A.I.N.

OVERVIEW

DOMAIN, or Defending Omicron's Major Alliances, is a pseudo-military organization founded by Prime Minister Margaret Croft in 3175. Its primary purpose is to provide aid and defense to the allied species within the quadrant.

FOUNDING

For several decades prior to DOMAIN's founding in 3175, there had been talks within the Omicron High Council of creating an organization that would provide defense and act as a mediative court for the allied species under the Omicron Government. The allied species knew that the Omicron Military would only step if it was deemed necessary which would require dire circumstances, so they wanted a broader, more specialized group to be created. The Omicron Government, however, insisted that the military was enough; after all, the Alliance Charter of 2840 clearly states that the allied species must be able to take care of themselves. It was not until Maggie Croft's election as prime minister that the High Council's wishes were finally taken seriously. Croft realized that the allied species wanted more than just physical defense. They needed something broader and more general than their own militaries and court systems to effectively keep the peace. Thus, DOMAIN was born, and an amendment was added to the Alliance Charter guaranteeing current and future allied species the protection of DOMAIN.

ORGANIZATION

Hierarchy and Ranking

DOMAIN is led by the highest-ranking general or admiral in the Omicron military and is appointed by the current serving prime minister.
All three branches of the military are allowed to join DOMAIN, regardless of their current rank within the branches. For the most part, DOMAIN is primarily made up of members of the Omicron Navy and Marines, but Army members are also welcome. There is also a special JAG Corps branch within DOMAIN that is separate from the rest of the Omicron Military.
Those wishing to only serve DOMAIN may do so and are allowed to enter into a special training program that closely parallels that of the military, but is specialized for dealing with the alliances. The ranking system follows that of the Omicron Marines, but unlike the marines, once an officer reaches the rank of captain, they must stick with that path. An advantage of this is the prospect of being able to go further within DOMAIN than those would be able to in the Omicron Marines.

Military

DOMAIN offers physical defense for the allied species in the form of both space/air defense and ground defense. DOMAIN forces will be sent in before the Omicron Military if they are needed. An allied species may request the presence of DOMAIN forces for a number of reasons and do not have to directly go through the High Council.

Arbitration

Perhaps the most important part of DOMAIN is the arbitration portion. While they are considered more militaristic, DOMAIN will do everything it can to end things as peacefully as possible. DOMAIN has the authority to draw up peace treaties, accords, negotiations, and sanctions. It is also this portion that deals with species wishing at ally themselves with the Omicron Government. DOMAIN officers will be sent out to assure that the prospective-allied species meets all of the alliance requirements. 

Adjudication

If an allied species breaks another allied species' law, then DOMAIN will step in and mediate between the two. This is especially helpful if the laws of the two species run antithetical to one another.
