Roverhaven

Roverhaven is a sort of an oddity on Serrus. It is a town run by nominally by pirates. The town itself has documents given to it that exempts them from much of the day-to-day rules and regulations of the League. This makes it an extremely useful place for people not on the best terms with the League authorities to seek refuge. Laws and regulations are lax here, and mob justice is the typical answer to heinous crime. The town runs on what others see as a barbaric agreement that people will stick to themselves and not cause trouble. It is not unheard of to find a body floating off the docks of the Gedder Zee and no one paying it any mind.

Government

Governed by the Rover's Council. The council members change frequently and infighting is common. The one rule all members abide by is that there is no bloodshed when business and bargaining is taking place.

History

The town originated as a small fishing village, but it soon evolved due to its isolation from the mainland into a place that had an understanding that questions are not to be asked about people or events and soon pirates and ne'er do wells flocked to the area to hide or avoid the authorities. The Merchant League attempted on many occasions to enter Roverhaven to seek out criminals, and a few times it almost came to a head with military action, but each time the locals of Roverhaven have staved off probing from the League.   During the Midnight War, the League got involved in many naval battles. It was taking a toll on the Frisian navy. In addition, the League was only involved peripherally and wanted to avoid too much blame. To this end, the League struggled to maintain their naval involvement without heavy implication. They devised a plan. They created a document that utilized the pirates and smugglers of Rovershaven as privateers. The document was similar to the Onderberg charter which gave Rovershaven concessions to rule itself fairly independently. This persists to this day, much to the dismay of the League. The Frisian navy deals with pirates in their waters, but they do, on occasion, have to tread lightly on some of the "privateers" that still hold charters to reave in Frisian waters. At one point, the League tried to enforce some sort of rule on the island Roverhaven sits on by building a fort on the north shore, but it was quickly attacked and razed by pirates who claimed no affiliation with Roverhaven

Geography

Roverhaven sits on the east bank of Roverseiland. It's location on the base of the Dodeheuvels means the only way in is by docks off of the Gedder Zee. The beach around Roverhaven is craggy, rocky, and difficult to traverse.
