Jocta are a midpoint between Genies and Divs. They would be counted as Divs for legal purposes, thus it is forbidden to summon them.

Scrapday, Tinkermoon, 1313
A group of four Jocta were encountered by Hugo Dargent and Connie Furr gambling in the tunnels under Loveheart's Sweetmeats. When Lindie Asklepa came upon these same Jocta slightly later in the day, she was weilding Sweeney's Razor, and it is notable that Sweeney (whose whole thing is murder) did not want her to kill them, saying, "Not these ones. I like these ones."
