General Summary
Runa brought her sniveling servant Maggot and a clowder of catfolk to the newly conquered Pern. There she established her new realm as the Witch Queen of The Black Realm.
Upkeep
The new kingdom managed to start with hardly a hiccup. The new citizens stayed complacent and the treasury had just enough money to cover the cost of the kingdom.
Edict
Runa commanded that her people be taxed to help pay for the kingdom. Other than that, the treasury is far to skimpy to do anything else.

With nothing to add into the treasury from her own pocket, Runa commanded that her people be taxed, finally establishing a small treasury for the newly established kingdom.
