Noble confederacy
The Noble Confederacy is a the last remnant of the old monarchy that once ruled. Originally The Kingdom of Karo was an absolute monarchy spanning the entire continent. After the great splintering the monarchy fell from power and was relegated to a largely figurehead position. The nobles filled the power gap, forming a council of all the high noble families to rule the remaining loyalist areas. The Noble confederacy was also responsible for the treaty of Leon which changed the Kingdom of Karo into what it is today.
