Vigo Drakov
Vigo Drakov, the Falkfuhrer of Falkovnia's prison system, is supposedly the son of Kingfuhrer Vlad Drakov and one of his half-Vistani concubines. However, his true father is the Dark Man. While Vigo knows his true parentage, it isn't clear whether or not he's in communication with his father.
Vigo can read thoughts. He is aware of and curious about Julien, having seen him in Vanya's mind. Julien, meanwhile, has used the Sight to see Vigo torture at least one person and was both repelled and fascinated. He told Vanya that he hadn't followed that thread to watch anything that Vigo was currently doing, but Vanya could tell he was lying.
When Vanya had his nightmare, Vigo acted as the Dark Man's mouthpiece; he told Vanya that he did have his own agenda independent of his father, but so did Vanya, and they all ended up serving him in the end. It's unclear whether this was a vision indicating that he's more actively serving his father than Vanya suspected or simply Vanya's subconscious putting Vigo in the role because he's the most evil demonspawn you've met.
PLOT NOTES
While Vanya was in Falkovnia, Vigo strong-armed him and Errol into investigating the disappearances in Silbervas in exchange for amnesry. Vigo believed the Ministry of the Arcane was involved, and wanted a the services of a magic user who wasn't beholden to them. Now that he knows about the vampire feeding houses and their network of well-placed human agents (including his supposed half-brother, Mircea Drakov, the crown prince), Vigo could either start a massive purge of his political enemies and the predators in Silbervas or use blackmail to put them all exactly where he wants them. (In a letter to Ludzig, Mircea expressed the fear that Vigo would take over the feeding houses and turn them into another branch of the prison system, robbing him of his access to slave orgies.) Vanya doesn't know what Vigo is planning and doesn't particularly care.
