Seabound Covenant

Overview

The Seabound Covenant was founded by NemeN when the Thousand-Mile-Soul approached Volcanar after the Lord of Magic's meteoric rise to power. The Obsidian Arbiter allowed the pair to strong arm Caydon Rel into their divine compact, forcing his agreement to a myriad of concession meant to restore some semblance of stability to the Realm. Quain would later petition the divine covenant for membership after her ascension to divinity as the Ever-Soul. She joined their ranks and together they worked to establish the seas' common laws, divided territories among the powerful, and assigned duties to the affiliated deities and their clergies.
 

Divine Duties

NemeN, and his nomadic clergy, administer many vital functions for trade on Marus; the Thousand-Mile-Soul focuses the majority of their expansive efforts on maintaining trade routes between the Relic Seas and ensuring society's economic wheels remain well-oiled. Their influence is usually found among harbormasters, captains, navigators, merchants, coin-counters, fishermen, governors, mayors, and even tribal chiefs. Meanwhile Volcanar, and his judicious clergy, act in the name of law and order for the people of Marus; the Obsidian Arbiter sends forth his Justicars to maintain the Gifted hierarchy, establish diplomacy between great powers, and enforce ancient oaths sworn between Divines. Their influence is most commonly found among the world's diplomats, negotiators, orators, executioners, guardsmen, privateers, judges, historians, and noblemen.
   
Caydon Rel, and his zealous clergy, govern the Relic Arts on Marus; The Lord of Magic dispatches his forces to police the actions of rampant Gifted and root out Marus' remaining Old Magics practitioners. The Banded Circle travels out in their god's name to eliminate all that is deemed a threat to the Realm's order. Their influence lies with the powerful found among governors, mayors, chiefs, archmages, teachers, scholars prodigies, adepts, and skilled experts. While Quain, and her pilgrim clergy, sought to tutor the common masses and guide Marus' future generations after joining the Seabound Covenant. The Ever-Soul's Shadowed Pilgrims travel widely to spread her wisdom and establish many standardized practices among the Gifted. Their influence is found among masters, teachers, historians, alumni, students, children, criminals, victims, and runaways.

Represented by a blackened and charred book bound in the rusted chains of a ship's anchor. The book is said to represent Caydon Rel, with the char calling back to Volcanar, and the ship's anchor depicting NemeN. The rusty chain standing in for the oaths that bind them.

Maritime Lawbook

A complex collection of common laws, sworn oaths, and tentative agreements made by the compact. It places strigent restrictions on Marus' great powers, while also granting a myriad of protections to those beneath them. Some of its notable laws include:

  1. Thou Shall Not Commit Piracy Against A Ship Route.
  2. Thou Shall Not Make Use Of The Old Magics.
  3. Thou Shall Not Slaughter The Young Yet To Be Gifted.

A copy of this Maritime Lawbook can be acquired at nearly every port city, temple complex, and captain's cabin on Marus.

Meeting of the Seas

Once each year, the Seabound Covenant makes a journey to High Judgement and convenes to look back at the passing year and discuss their plans for the future.

Petitions

Any Gold-Ranked Gifted may attempt to come before the Covenant and petition for their intervention on a matter. Legendarily, Quain came before the Covenant and petitioned for membership amongst their number. Three then became four and a new prescendant was born.

Nice simple laws, should be relatively easy to follow... probably.   I really like that this is a thing. I feel as though it prevents any of the deities from becoming a much too big influence on Marus, though I think Caydon Rel is probably the closest to that.

Greetings Realmhopper, The Seabound Covenant was founded in response to Caydon Rel's unacceptable level of power on Marus. A collective only able to enforce its desires through the combined power of its founding Divines. Without NemeN and Volcanar's cooperation there is no telling where tides would have taken the Realm of Seas.
