Mysterious Figure

Currently not much is known about this person. They wear a heavy dark cloak and hood which obscures their body and face. Their face appears to be covered in a polished metal hummanoid mask.
The group saw him discussing plans for The Witnesses of Yore with "Felix" in the Steam Maze below Precinct Two. They seemed to be in some position of authority.
They disappeared deeper into the sewers before the group could speak with them.
