Elven High Council
The governing body of the Elven City on the The Ilse of Il .
The Elven High Council is composed of those elves who have demonstrated a certain level of magical power. In game terms, those capable of casting 5th level of higher spells. The Council does not discriminate on the source of magic, so it has wizards, sorcerers, druids and so forth among it's ranks, though wizards the most prominent.
Membership is automatic if one can demonstrate the suitable magical power. One may only be denied access to the council by a two-thirds vote of that council.
The FIrst is, as the title suggest, the first among equals of the council. The first defines much of the Councils agenda and is elected from within their number. However the Council itself is not beholden to the first, and though she does break ties, her vote counts the same as any others.
The council meets in regular intervals to decide on any matters brought before it, or that might threaten the city. However the Elven city is very loose in it's attitudes to laws. There are no taxes, and most things are done by consensus, or finding a group that wishes to do them. Violation of the laws might bring about exile, the most common form of punishment.
Members of the council cannot be punished via execution, even though that is a very uncommon punishment among the elves to begin with.
