As with many things in Dungeons and Dragons 5th Edition, tools are sonething that are left to the Dungeon Master to adjudicate. Well. Here I am, adjudicating. What follows is intended to be used in conjunction with the Downtime System, so if anything referenced is unclear go right there to look.
