Lyzantus

"The Holy Kingdom of Faith and Arcane Wisdom"   Founded in 459 PA after the War of The Dark Remnant, Lyzantus is the pride of the south. A kingdom that was built on the principles of the god of wisdom and magic, Baalas. Lyzantus' reputation comes from the arcane universities that grace it's largest cities, often heralded as the greatest colleges in the known world, with the largest and most accredited being The Coballion in the capitol, Dine Santvi. The colleges, along with much of the business and protection of the region are funded almost entirely by The Silver Crest, a religious group that have devoted themselves to the practice of Sapentism, an ethos based on the writings of the Sapentia Legerinum, holy texts written by the astral Dinvella Surgewrought, who they consider a saint and refer to as The Silver Soul.   Arcane Understanding is paramount in Lyzantus, with the largest cities using quite a lot of magic in their day to day operations, though this manipulation of the natural essence of the world is limited to those who are either active members of the universities or those who have obtained licenses through other means. Lyzantus makes a distinction between two forms of the arcane arts, Hedge and High Magic. High Magic is categorized as magic that utilizes the technique known as The Second Breath and relies on a comprehension not only of how to will magic, but an understanding of where and how to draw that energy and sculpt it. By contrast, Hedge Magic is any magic that is not taught by their universities or magic used by sheer force of will and without a deeper understanding of how and where the elements that make the manifestation of ones will possible.   Lyzantus is run by a High Council, with membership being a lifetime position (or, as is often the case, until councilors retire) and empty seats are replaced through a voting process. Individual cities are run by 'Executors' put in place by the Lyzantian High Council, and are expected to directly select the mayors and other leadership positions for the surrounding towns and villages that fall within their purview. Many citizens and even outsiders are often quick to point out that the Silver Crest's financial involvement in both the widespread protection of the realm and the Universities that are the cornerstone of Lyzantus offer them a good deal of influence over the council, though no active members of the council appear to be directly affiliated with the church of Sapentism.
