The
Council Act of 2743 was a law that was passed by the last
President of
Riza,
Halvar Koit. The proposal outlined a new form of government wherein a council of seven seats would work together to perform the powers of the then presidency. The council would vote on all proposals passed in order to ensure that no one person was overreaching in their power. The proposal was recieved mostly positively by the public for the nomination system that allowed the possibility for an average citizen to be part of the council and effect direct change.
First Amendment
The first amendment to the council was passed in 2744 following the
Nanfeng Council Building Bombing, in which "Nanfeng" spies infiltrated and attacked the Council building, killing
Zuzana Nováková as well as a handful of others present at the time of the attack. This attack followed a failed proposal from Koit which would have expanded the councils ability to surveil the citizens of Riza in order to spot and prevent potential enemy attacks during the Rizan-Nanfeng war.
Using the outrage about the attack, Koit proposed and passed the first amendment to the council act which allowed the officer of war to overturn council decisions during wartimes.
