Officer Halvar Koit
Halvar Koit was the last president of Riza, who had proposed and implemented the council government as well as passing the first amendment to the council, granding the first seat to overturn council decisions during wartime. Later he would go on to establish desensitization training in @ARK.

Personal history
Koit was elected president in 2731 and served for three terms. In his first term he declared war on Nanfeng, starting the Rizan-Nanfeng war of 2733. His actions during the war had played a large part in earning Riza it's reputation for being warmongering. Although the war was shaping up to be a decisive victory for Riza, Koit lost a lot of support from Rizan citizens whose taxes were increasing in order to fund the military.
Council
At the end of his third term he knew he would be unable to secure the votes nessecary to be re-elected. In order to combat this, in 2743 Koit proposed a new system of government: a council of seven seats that would replace the presidency in order to assure that no one person can overreach with their power. The law is passed and established later that year, with Koit taking the first seat as Officer of War. Rizans were jazzed about the new council, and despite having lost a considerable amount of support from the citizens, his brand made a full recovery off of the council alone. In 2744 Koit proposed a wartime surveilance proposal to the newly established council, which if passed would expand the governments ability to surveil Rizan citizens during wartime in order to catch potential threats before they can strike. The proposal was rejected with three in favor, and four against. Following this failed proposal (and longing for a time where he could pass whatever he liked without anyone able to overrule him) Koit assigned a group of ARK prisoner units a secret mission to attack the council building while posing as Nanfeng spies. The mission is successful and the council building is bombed, killing several people inside including Zuzana Nováková, the Officer of Culture of the time. Using this attack to his advantage, Koit argued that had his initial proposal been passed this attack could have been prevented. He proposes an amendment to the council that states that the officer of war can overturn council decisions that are detrimental during wartime. The amendment is passed, returning Koit the amount of control he had during his presidency.Employment
Before going into politics, Koit served in the military for 15 years. He then served as the president for three terms, totaling 12 years. Later after establishing the council, koit became the first Officer of War.
