Councilmember
The High Officers are the seven members of the High Council, the group that leads the nation of Riza together. The seven officers hold equal power to one another.
The council consists of seven seats:
The first seat, Officer of Defense.
The second seat, Officer of Economy.
The third seat, Officer of Justice.
The fourth seat, Officer of Foreign Affairs.
The fifth seat, Officer of Culture.
The sixth seat, Officer of Media.
The seventh seat, Officer of Residence.
Requirements
Councilmembers must be a minimum of twenty years old.
Appointment
When a spot on the council opens, the current sitting council members vote on who will take the seat. Anyone can be nominated for the seat, and a nomination does not need to come from a high ranking government official. Citizens can nominate themselves and their friends if so desired. Over the course of a month (maximum) the sitting councilmembers will go over the list of nominations, narrowing it down as far as possible before voting on who they believe should take the open seat. Sometimes the vote can be skipped entirely, if the sitting council can narrow the nominations down to a single person.
Duties
The Council is responsible for the creation, implementation, and enforcement of laws in Riza. The Council is the only body that can start declare wars. The Council gives orders to ARK directly, and are the only people who can invite a prisoner to ARK.
Responsibilities
The council creates laws and oversees the operations of the government. The council oversees the military directly, also allowing them full control over ARK. The council are one of the few bodies that may place criminals in the prisoner units of ARK.
Benefits
As the highest ranking position in Riza, there is no position with more political power than that of the high generals.
Grounds for Removal/Dismissal
Council appointments typically last until the general decides to end it. Many councilmembers simply retire, some quit, and some work as a council member until the day they die.
In the circumstance that a council member must be removed the six councilmembers (excluding the Officer being removed) convene to put the removal to a vote. If the vote passes with five or more in favor, the Officer in question will be removed from their position of council member.

Individually, each councilmember is equal to one seventh of another leader, and the council as a whole is equal to that of a king, president, prime minister, or any ruler over a country.
Source of Authority
New councilmembers are voted on by the other sitting councilmembers.
Length of Term
There is no term limit, once being accepted into the council a councilmember can chose to remain for as long of a time as they wish.
