Penscle Commander

The Penscle Commander is in command of an entire penscle, there are only ever three Penscle Commanders one for each penscle. Each Penscle Commander cannot order another Penscle Commander's Orders around but there is deep respect between the penscles and all the hard work each order does that the orders are most often followed as long it does not conflict with their own Penscles Commanders orders.
