You need the key was written in ghost ink on the back side. Referring to decoding the message with the Skeleton Key in order to know to combine the previous results together on this page.
The true cipher combined using the "How?" copied from the Pangram Cipher along with the "When?" copied from the Vigenère Cipher.
Used to decode the Classified Message.
The device to see the ghost ink was found inside the Matchbox from the Cotton Club.
