Rhogar

Rhogar was one of the leaders of the Chosen, a cult of dragonborn who worshipped Sevryn the Red Death as a dragon god after they drank his blood and became both physically and psychically converted. Given Underdrey Manor by Lord No One to carry out their experiments, Rhogar was seemingly in charge of what the Chosen called "the Great Work". Her task was to combine ancient dragon scales with the magical power of Sevryn's blood to harness the long-forgotten power of the gem dragons.
The Party encountered her and the Chosen after being sent to Underdrey Manor to uncover information on Lord No One, arriving in time to watch her perform the ritual to transform Chosen into crystalborn, dragonborn with the powers of the ancient gem dragons. Rhogar was killed in battle with the Party, but it was revealed her work survived when other crystalborn later revealed themselves during a confrontation with Davin West in Riverside.
