Overview
Induced regency, or Baejani Kanubujesui a Aowedzabɵ Pizinav in
Eoin (lit. Temporary Medical Removal of the Baejan), is a system put in place after the murderous reign of Katarin I (reign 864-865) by her daughter Olha I. With the Shiroko family madness appearing more frequently in not only the wider family, but with those ascending the throne as well, Olha and her father-husband determined that there must be a way to temporarily remove a ruler who is too unstable to continue their duties without resorting to killing family.
History
Katarin I became convinced that her husband and children were attempting to murder her and thus began a series of plots against both groups, which led to the deaths of the infant royal heirs. Her younger sister, Olha, was able to escape, along with Katarin's intended husband, Niloko, to the former family home in
Parishi. There, the two planned a true conspiracy, which resulted in the death of Katarin and the installation of Olha as the new baejan.
She married her brother in order to begin rebuilding the family line as quickly as possible. Over the next several years, she and her husband devised a series of steps by which an unstable ruler could be temporarily removed from power and a regent rule in their place until such time as the original ruler is able to return to the throne.
Their idea was to ensure that this would be effective, but not used against a merely unpopular, but mentally sound baejan. As such, there were a series of checks added and multiple, regular evaluations included to keep simple ambition from removing a ruler. The doctrine they set out became one of the few laws which the baejan cannot overrule, except in very specific circumstances.
The first use of the procedure was performed during the reign of Vasyl III, who was temporarily deposed and his tsudaeba placed on the throne for three months. At the end of this term, the second half of the law was enacted and he returned to his former duties. Since then, no other ruler has been removed from power in this way.
Procedure
In order for the process to begin, it must be initiated by the current tsudaeba, the thought being that this person is around the ruler most often and will have their best interests, along with those of the empire, at heart. If the tsudaeba refuses, the procedure does not begin. This was to prevent over ambitious family members from attempting to install someone else as ruler.
If the tsudaeba chooses to begin, the family will vote. Seventy percent of the adult members must agree to continue. In the event that this fails, the procedure fails and the ruler continues. This was done to stop a tsudaeba from deposing the ruler for their own gain. Not all one hundred percent of the family must agree because there could be those who want an unstable ruler on the throne in order to manipulate them.
When a vote passes, the High Physician is to closely observe the ruler's behavior for a total of three days and conduct a thorough physical at the start and end of each day. These twice daily examinations are to determine if there is a physical ailment causing the ruler's unstable behavior. If this is the case, they are to determine the disease and treat it as they would any other. Once the disease is cured, the ruler will return to their duties. In this instance, a regent is not installed.
Once the High Physician's evaluations of the ruler's physical state is completed, they will discuss their behavioral observations with the family and tsudaeba. This will first be done privately with each side and then together. The High Physician then recommends a course of action. At this time, the tsudaeba and family will vote once more based on the evaluation presented. Both sides must be in agreement.
In the event that the second vote passes, the tsudaeba will confront their spouse regarding the results. Ideally, the baejan will accept that this is for their own good and accept treatment. If this does not happen, it is the only time the
Wenutsuekul Gandayan Zitsoeii are allow to manhandle the ruler in order to force their compliance. The ruler will then be taken to the family home in Parishi where they will be treated by the High Physician, a team of five other doctors, and one priest from the Parishi temple.
The tsudeaba will take the position of vlabaejan, or regent, during the time that the baejan is away and be given updates every other day on their spouse's condition, delivered by the
Ayasata, for the first week. After this, another evaluation is performed by all who are involved in the ruler's treatment. If half of the attendants find that the ruler is stable, the baejan will return to power. If not, the treatment will continue and the ruler reevaluated every month.
A ruler can reclaim their power in one way if they feel that they are stable and are being confined unjustly. In this case, they can be brought to the temple and several ayasta, along with the ruler's
tsirin, will spend one full day with them and then, in front of all temple priests so there are many witnesses, move a block to one side or the other to state whether they believe the ruler is stable.
Given that the tsirin is the closest of the
Ilyannoi to the ruler, they are thought to have unique insight. The ayasta are thought to be most in tune with the markers of the dynasty and able to detect stability changes in their body and mind. They are not used in the initial evaluation because their primary purpose is not diagnostic. The Ilyannoi diagnosis is meant only as a last resort to prevent the process from being corrupted. They will allow a stable ruler back to power, but keep an unstable one from reclaiming the throne.
Once the Ilyannoi test is complete, the ruler will either return with all of their authority restored or they will be sent back to the Parishi mansion for further treatment. The ruler can demand this diagnostic be performed during each monthly evaluation. If their request is not followed through on, they can directly petition the ayasata during a mandatory excursion to the temple, which occurs once every two weeks. This outside time is meant to allow the ruler out of the mansion so they are not kept prisoner.
