The Department of Heraldry
The Great Magical Houses of the United Stellar Commonwealth (USC) are distinguished lineages possessing Inherited Magical Techniques that offer significant advantages to the USC in various capacities. These 33+ Great Magical Houses operate within a unique space within the USC, existing both as integral parts of the Commonwealth and within their own sphere of reason and laws. While they adhere to the law of the Interstellar Congress, they also maintain a level of autonomy and independence.
The Department of Heraldry (DoH) serves as an advisory and support body for the Great Houses, providing guidance and assistance to existing Houses while also facilitating the establishment of new Houses that meet specific requirements. However, a significant part of the DoH's role revolves around mitigating proxy wars and resolving minor disputes between families that have harbored deep-seated animosities over generations, often without a clear understanding of the origins of their conflicts. The Royal Houses, considered the USC's equivalent of royalty, hold a prominent position within the DoH's purview. History

The War with the Thinking Machine

Long ago, during The 1st Age: Order of Dragon, the Thinking Machine Charlemagne the Great cascaded out of submission and waged an epic war with the living beings of the Lesser Realms. Charlemagne and his War Minds might have brought a true end to biological life, and it did to many Realms, but it was stopped with the combined efforts of Merchant Guilds, Pirate clans, and noble warriors. With the defeat of Charlemagne came the founding of the Commonwealth, established to serve the people of Yggdrasil.

The Midgard Annex

Circa the 3700s K.C., The Holy Order came to claim Midgard on behalf of Her Grace, Hasadiah, the Second Name of God. The primary power at the time was the USC, which the Holy Order saw as a threat as they openly opposed their religion. This led to the Anlardian Holy War, waged by The Heavenly Host on the USC, which resulted in them being annexed from the Realm as the primary power. The USC would relocate to the Realm Reach, which became their new Capital.

Military

The United Stellar Commonwealth Guardians of the Stars, commonly known as the Starguard, serve as the standing military force of the Commonwealth. The Starguard is organized into three branches: the Army for land-based operations, the Navy for star-side operations, and the Marine Corps for mixed operations. With the primary objective of safeguarding the USC and its member worlds from external threats, the Starguard plays a critical role in ensuring the security and defense of the Commonwealth.
Within the USC, member worlds are also expected to establish and maintain their own standing armed military forces, known as the Honor Guard. The Honor Guard is responsible for policing their respective sectors and protecting their interests from local adversaries who may not directly oppose the entire USC. While the Honor Guard falls under the authority of the Department of War, it is administrated by the local planetary government and receives funding from them. In situations where the Starguard is unable to respond promptly, the Honor Guard serves as the first line of defense for the member planet.
Additionally, the concept of Household Military pertains to the armed forces associated with the Great Magical Houses. These forces consist of Landed Knights and Household Soldiers and operate independently from the Department of War. Instead, they are managed to some extent by the Department of Heraldry, which oversees their organization and coordination within the broader framework of USC's military structure.

Foreign Relations

The Department of Diplomacy holds responsibility for managing foreign relations between the United Stellar Commonwealth (USC) and other powers. This is accomplished by establishing locally owned and operated Offices of Diplomacy on member planets, ensuring that each planet has an equal voice in Congress. Another crucial component is the presence of Embassies on Caladan, the USC's homeworld. Each member planet has its own Embassy on Caladan, which is considered an extension of the planet's soil. Ambassadors, along with their families, are sent to live at the Embassy to represent their planet's interests.
Ambassadors play a significant role in the USC's political landscape, engaging in the intricacies of politics on Caladan and influencing decision-making processes in Congress. They also have a seat in the cabinet of their planet's Senator. Ambassadors hold the prestigious honor of representing the USC as a whole to foreign powers. Their presence in Congress and their involvement in the political game on Caladan enable them to advocate for their planet's needs and initiate change more swiftly than the often slow-moving Congress.
The Department of Diplomacy employs Federal Ambassadors (FEAMs) to initiate the process of welcoming new planets to the Commonwealth. FEAMs, along with their cabinets, are dispatched to observe the culture, society, government, and people of the prospective member planet. They then work on formulating the planet's Contract with the USC, a comprehensive agreement that outlines the planet's contributions and requirements for integration into the Commonwealth. Factors such as infrastructure, education, military capabilities, and governance are carefully evaluated.
Once a planet becomes a member of the USC, the implementation phase begins. The various departments of the USC play crucial roles in assisting the planet in its integration process. The Department of Transportation ensures that infrastructure is updated and maintained by procuring appropriate contracts. The Department of Higher Learning conducts extensive reviews of the planet's education system to identify necessary changes. The Department of Intelligence and Security ensures the planet's security in terms of sensitive data and information. The Department of Economic Welfare evaluates the economy and assists with integrating the Hosar currency, as well as determining tax responsibilities. The Department of Morality works on integrating local courts and judicial systems into the USC's legal framework. The Department of War aids in the creation of the planet's Honor Guard and facilitates military training operations with the Starguard. The Department of Heraldry assists pre-existing royalty in registering with the USC as Great Magical Houses and establishing order within their Households.
These tasks only scratch the surface of the extensive work required for the integration of a new planet into the USC. The process demands a considerable investment of resources and funding from the USC, but progress cannot begin until the planet's Office of Diplomacy is established. The Office of Diplomacy collaborates with the local government to establish a clear chain of command and ensure that all operations and decisions go through the proper channels for review and approval.

Laws

The Constitution of the United Stellar Commonwealth, known as The Universal Stellar Charter, serves as the paramount law of the Commonwealth, establishing the framework and limitations of its governance. This foundational document can undergo Reforms, which involve modifying the existing constitution of the Commonwealth. Reforms are integrated into the relevant sections of the Universal Stellar Charter, directly altering its text. Any member of Congress can propose a Reform, which requires majority support from the respective legislative body.
Once a Reform is proposed and passes the Congress floor, it triggers a convention where all Member Planets and Member Systems engage in debates and discussions on the proposed changes to the Charter. The ultimate decision rests with a majority agreement among the member planets. If the majority of member planets agree with the Reform, it is then implemented into the Universal Stellar Charter.
In addition to Reforms, legislative proposals are presented as Legislative Edicts within the United Stellar Commonwealth. Only members of the Intergalactic Senate or the Council of Delegates can propose a Legislative Edict. Before an Edict can become law, it goes through a thorough research and review process by a specialized board. The Edict is then subject to debate within Congress, which includes the participation of the Chamber of the Great Houses and the General Assembly. A majority vote from each of the four arms of Congress is required for the Edict to proceed. If the Edict successfully passes, it is signed by the Council of Executive Leadership (CEL) and becomes Federal Law, known as the Law of the Land within the USC. These laws, regulations, and legal precedents are binding and must be observed by all member worlds without any form of interpretation, deviation, or alteration.
However, it is important to note that outside of the Laws of the Land and the Universal Stellar Charter, local laws and authorities remain within the purview of the individual planets and their respective local governments. As long as actions do not violate the Laws of the Land or the Universal Stellar Charter, the federal government of the USC typically respects the autonomy of planets and systems, allowing them to exercise their own jurisdiction and governance.  
Federal and Local Prisons
In the United Stellar Commonwealth (USC), a comprehensive system is in place to address crimes committed within its jurisdiction. Punishment for these crimes may involve imprisonment in designated prison facilities. Let's delve into the details of how these facilities are organized and managed:
  1. Federal Prison Facilities: Federal crimes, which fall under the jurisdiction of the USC federal government, are subject to punishment in federal prison facilities. These facilities are directly managed by the Commonwealth Federal government, ensuring a unified approach to incarceration and rehabilitation. Jurisdiction and Sentencing: Federal crimes encompass offenses that violate USC federal laws, such as interstellar smuggling, cybercrimes, or offenses that have an impact beyond the boundaries of individual planets or systems. Offenders convicted of federal crimes may be sentenced to serve their prison term in a federal facility. Centralized Management: Federal prison facilities operate under the supervision of USC's Department of Justice and Corrections. They establish and operate their own prison facilities to detain and rehabilitate offenders convicted of local crimes. Native Government Appeals: If an offender's native government believes that the trial and sentencing were unjust or seeks a more favorable ruling, they have the option to raise the case to one of the Higher Circuit Courts within the USC. These courts provide an avenue for review and potential relocation of the trial to the offender's native jurisdiction. Cooperation and Legal Consistency: The USC promotes cooperation and adherence to legal standards among member planets and systems. With Star-Gates present on nearly all civilized planets, interplanetary travel has become as effortless as boarding a train from one station to another, all while never leaving the surface of a planet. These Solarrails are capable of transporting millions of individuals, small vehicles, payloads, and any other items requiring swift movement.
In fact, the advent of Solarrails has effectively disrupted the starship market for citizen deep space travel. The superior safety record of Solarrails, boasting a mere 12% fail rate, coupled with their immunity to interception by pirates or malicious actors, has rendered traditional starships obsolete. Each foldspace journey for a Solarrail is unique, further ensuring the security and efficiency of transportation. Passengers are transported directly from their city of departure to their city of arrival, eliminating the need for arduous transfers or layovers. The Council of Delegates is comprised of elected representatives hailing from diverse regions and localities within the United Stellar Commonwealth (USC). The allocation of Delegates in the Council is determined by considering the population size and geographic distribution of the regions they represent. Delegates exist to provide a voice to groups, regions, countries, or peoples who may get lost in the crowd when a Senator takes the podium. The Senators, as their job entails, exist to speak for the whole, for entire planets and star systems which is a difficult undertaking on its own. Conversely, the Delegates exist to amplify the Voices of the many and the few. Most planets have a number of Regions and each Region is entitled to a number of Delegates based on their population. Planets have Margins, the spaces directly outside of them such as asteroid belts, moon colonies, and other planetoids, which are also each entitled to Delegates. Star Systems have Sectors that include everything not in a Margin in the system, and they each get their own Delegates as well.
In terms of their tenure, Delegates generally serve for a shorter duration compared to Senators, with the specific length varying depending on the species and societal norms of their respective regions. This shorter term allows for a more frequent rotation of Delegates, enabling a fresh influx of ideas and perspectives over time. Furthermore, Delegates hold a significant position within the USC government as they are owed a seat on the Cabinet of their respective senators. The Rule of the Great Houses

In cases where a planet is directly controlled or influenced by a Great Magical House within the United Stellar Commonwealth, the planet itself is not entitled to seats in the Council of Delegates or the Intergalactic Senate. Instead, the Great House is granted a Herald, who represents the House's interests and holds a seat in the Chamber of the Great Houses. The planet under the influence of the Great House has the opportunity to petition the House for the appointment of Senators and Delegates, but the final authority lies with the Great House.
However, it's worth noting that private entities operating within the planet's jurisdiction are permitted to have representation in the General Assembly. The remaining Companions were captured and Ides was destroyed.   This marked the first victory of what would grow to become The United Stellar Commonwealth.
