On paper, the Avengers are under Anthony Stark's control financially and diplomatically, but Captain Sam Wilson was instructed by S.H.I.E.L.D. to be the Field Leader and Lead Strategist. One of many teams involved in S.H.I.E.L.D.'s Avengers World Initiative, this consulting team was originally assembled to oversee the east coast of the United States of America but has recently been contracted to aid in the apprehension of all S.H.I.E.L.D. containment site escapees across the world. The core team seems to incorporate Avengers Initiate #5: Miles Morales/Spider-Man, Avengers Initiate #8: Jennifer Walters/The Hulk, Avengers Initiate #3: SHANG-CHI/THE IRON FIST, Avengers Initiate #6: Wanda Maximoff/Scarlet Witch, and Avengers Initiate #7: Katherine Elizabeth Bishop/Hawkeye.
