The Barons and Baronesses of The nine hells lead the top eight layers, making them among the mightiest non-divine entities across all planes. Each governs their layer with unique schemes and loyal lieutenants. Nine individuals hold these titles:
1. Zariel, Commander of the Hells' armies and Baroness of Avernus , is the strongest of the Fallen angel and the most trusted advisor to Asmodeus , Lord of the Hells.
2. Dispater , the master of intrigue, governs the city of Diss and handles external communications but seldom leaves his domain.
3. Mammon , the lord of Minauros , boasts a humanoid upper half and a serpentine lower half. He is the embodiment of greed, the wealthiest being across all planes, rarely leaving his seat in the sinking city.
4. Belial and Fierna , a father-daughter duo, jointly rule Phlegethos fourth layer of the nine hells . Belial excels as a planner and manipulator, while Fierna embodies youthful passion and charisma.
5. Levistus , the frozen lord of the fifth layer, Stygia , remains trapped in an iceberg for betraying Asmodeus. He holds his title due to his vast network of spies.
6. Glasya , the Sixth-layer Baroness, is Asmodeus's daughter and a rebel in the hierarchy . She bends laws to her will and is a potential successor.
7. Zansharius , Baroness of the Seventh layer , presides over a decaying realm, holding considerable leverage due to her vast connections.
8. Mephistopheles Baron of the eighth layer, controls the frozen realm of Cania and is Asmodeus's right hand. He is a masterful wizard and a skilled political manipulator.
