The second layer of The nine hells , just beneath Avernus , is dominated by the sprawling iron city . This densely populated realm, ruled by the master of intrigue Dispater , serves as a crucial trade hub for resources abundant in the Hells. Non-fiendish beings frequent the city, engaging in trades forbidden elsewhere, including the exchange of souls.
The Iron City feels perpetually crowded and oppressive, resembling a maze navigable by only a few. Populated by Devils and yugoloths , many of whom act as spies for various Archdevil the layer remains largely unknown beyond its confines. The city is surrounded by desolate mountain wastelands, rarely explored due to the difficulty of leaving the city successfully. The entire city, constructed from red-hot metal and enveloped in a heavy gray mist, is notorious for its challenging atmosphere. Rumors persist of sewers concealing portals leading to Minauros.
Key locations include the iron tower dispater's fortress visible throughout the layer, though almost impossible to reach.and  Mentiri , the prison of Diss, houses weaker Hellish prisoners and personal captives of Dispater.
