When the Keplar military put down The Pirate Uprising, the Keplar military decided to set up a permanent base on the now destroyed islands. Over the years these colonies became the only source for coffee, tobaco, and rubber in the Keplar Empire.
Generally the Keplar government doesn't spent many resources keeping this area safe, often employing privateers to keep other nations away. It is rare for Keplar to do much to protect the people from being exploited by the privateers and corporations.
