Mukhtar Sulaimaan el-Jabour

Sulaimaan el-Jabour is the Mukhtar of the town of Ka-Tepi, having held that position for over thirty years. He is somewhat short, but those meeting him do not notice it under the force of his personality. Strong-willed and even-tempered, his hawk-like gaze quells even the most aggressive individual.   el-Jabour's eyes are a strikingly pale shade of yellow-brown, often appearing amber when the light strikes them. His grey beard is immaculately trimmed into an even curve, and he is always dressed in finely-embroidered robes and a perfectly-wound turban.   Sulaimaan is noted for calmly considering all sides of an argument before rendering judgement or making a decision. He is assisted by a council of the town elders and senior merchants, including the sage Jafar el-Idris.   Under his leadership, the granaries and food stores of the town have been significantly increased, with food carefully preserved against need and used in rotation with the new harvests. This has saved the town from famine in several years when the harvests were insufficient. He also ordered several large water storage reservoirs be dug out of the bedrock in the Dragon's Tooth Mountains near Lake Tepi, with underground tunnels directing overflow from the lake into the reservoirs when the lake reached a certain level. This meant that years with greater rainfall (or when druids could be hired to induce rainfall) could provide a buffer against years with less rain.
