That's Dahlia's public face. Privately, she's the daughter of a supervillain and a supremely skilled collector of stories.

Information Broker

Dahlia's whole thing is to know things. Gossip, archived case files, ongoing missions, she knows just about everything that SIVIC is doing in the area and then some. As the daughter of Malleate, she's also in the know for a lot of things about the Chaos Coalition. As a trainee member of the archival wardens, she's in a position to learn a lot of secrets.
She's also smart enough to not share with just anyone. Ostensibly, it's so that she can slowly build up a knowledge base and then set herself up as a broker of secrets. Everything she knows goes into Dahlia's Roster as a kind of defense mechanism in case someone tries to eliminate her as an information source.

Keeper of Stories

Really, Dahlia's just nosy. She needs to know, because she needs to know the underlying framework of what's about to happen. She knows everyone's plans and plots separately, and it's one of her greatest joys to put it all together so she knows for sure what's going to come.
She uses her knowledge to shape reality, even more than with her powers of growing plants. When she tells you a story, you want to believe her. And when you consider who she is, it makes it even more powerful and plausible.
We have regular girl's days, typically meeting at Oster Park or at Yorick's Grill and Bar . One time even at Harrow Faire.
